Residential sector and public utilities infrastructure

One of the key factors for successful state development is high efficiency of its whole management system. There is a need to train highly qualified specialists for civil facilities and public utilities infrastructure management of all forms of ownership.

Bachelor’s degree:
Field of study - Residential sector and public utilities infrastructure
Major – Housing and apartment buildings management

Study modes include:
Full-time – 4 years
Extramural – 5 years
Part-time – 5 years

In order to apply for bachelor program “Residential sector and public utilities
infrastructure” the applicant should pass the following exams:
• Social studies (unified state exam)
• Mathematics (unified state exam)
• Russian language (unified state exam)

Students undergoing this program get basic specialized knowledge on economics and housing management. The main professional activity include organizational and management activity.

Educational program consists of the following blocks and subjects:

Economics (Economic theory; Urban economy; Commercial property economy; Economy and commercial activity of utilities management company; Comprehensive economic analysis of economic activity; Investments analysis)

Management (Management theory; State and municipal control basics; Management of state and municipal housing and apartment buildings; Management solutions development; Staff management in residential and public utilities sector).

Development of residential and public utilities complex (Contractual agreements and residential and public utilities services; Service activity of residential and public utilities sector; Residential control and control in residential and public utilities sector; Housing and public utilities operation; Budgeting in residential and public utilities sector; Price setting and tariff regulation in residential and public utilities sector; Information systems in residential and public utilities sector; Housing cooperative activity).

Law (Law; Civil law, Private commercial law; Legal support of housing management system; Legal practice in residential and public utilities sector).


Apart from that, students study “Statistics”, “Psychology of professional activity”, “Conflict resolution”, “Professional ethics and etiquette”, “Real estate market”, “Overhaul organization and implementation”, “Apartment ecology”.

Graduates will be engaged in the following activities:

  1. Housing, public and administrative buildings management, public utilities management;

  2. Development and implementation of financial and economic development plan of public utility organizations;

  3. Implementation of expertise of tariff economic justification, implementation of economic calculations to justify management decisions;

  4. Development of business plans and investment projects;

  5. Organization of the process of maintaining housing, ensuring its safety and qualitative operation;

  6. Organization of communication between all public utilities subjects (local government, owners, lessees and lessors, managers of owners cooperatives, contracting and resource organizations);

  7. Public control in residential and public utilities sector.

Accordingly, main activities of graduates include management of apartment buildings; work with owners of buildings, providing maintenance services of real estate, budgeting, control of municipal, state, institutional and private housing.

Graduates work at:
-        State bodies connected with housing management;

-        Committees and departments in administrative municipal institutions;

-        Sectoral ministries and institutions;

-        Property management company;

-        Housing cooperatives;

-        Housing and public utilities organizations.

Educational program of this field of study can become a base for acquiring the following professions:

-        Residential complex administrator;

-        Real estate manager

-        Real estate appraiser;

-        Technical inspector of apartments;

-        Residential complex  manager;

-        Real estate manager.
