Ruslan Grigorievich Gagkuev – Doctor of Historical Sciences, Chairman of the Board of the Russian
 Historical Society, Executive Director of the History of the Fatherland Foundation, leading researcher
 at the Center for Military History of Russia at the Institute of Russian History of the Russian
Academy of Sciences. Well-known researcher of the history of the Civil War in Russia. Ruslan
 Grigorievich visited Omsk several times on scientific affairs. This interview was agreed upon
during the preparation of the V International Scientific and Practical Conference «Civil War in the
 East of Russia: A Look Through the Documentary Heritage». The interview was given remotely
and then edited by Ruslan Grigorievich from Moscow in October 2023. The conversation is devoted
to the current state of the study of the Civil War in Russia and the development of domestic
 historical science.

Omsk conference on the history of the Civil War in Eastern Russia: history
and development prospects

The history of the emergence and formation, as well as the dynamics of development of the scientific
and practical conference «Civil War in the East of Russia: a look through the documentary heritage»,
held since 2014 in Omsk, is presented. The key characteristics of past conferences are analyzed
(topics and number of materials in collections, geography of authors, whether they have academic
degrees, the total number of participants, etc.). The authors of the article (active members of the
organizing committee) consider the conference as a current phenomenon of scientific life, realized
in external and internal political circumstances that are special for Russia and its academic science.
The review is addressed to a wide range of readers, including researchers in the history of historical
science, historiography of the Civil War in Eastern Russia, historical memory, the history of archival
affairs in Siberia and local history.

The evolution of the mood of the Izhevsk-Votkinsk workers
in October 1917–December 1918

The article examines the problem of determining the views of Izhevsk-Votkinsk workers in 1917–1918,
which led them to participate in the anti-Soviet uprising of 1918. The purpose of the study is to revise
previous ideas about this subject and obtain reliable scientific knowledge about the moods and
interests of the population of Izhevsk and Votkinsk in 1918. Based on the developments of
historiography, as well as archival sources introduced into scientific circulation, it was established
that the mood of the workers at these factories was determined by material and personal interests,
characterized by patriarchy and weak politicization, the popularity of the moderate slogans of the
Constituent Assembly and non-participation in the war. In conclusion, it is emphasized that the
weak formalization of the workers’ sentiments and the apoliticalism of most of them allowed first
the Bolsheviks, and then their opponents, to establish themselves in power, but the indifference
of the majority of workers in both cases weakened the position of the authorities.

Civil War and anti-Bolshevik zemstvo finances: the experience of the Perm province

The article discusses the work of the Perm Zemstvo on solving financial, economic and economic
issues traditional for local self-government during the period when the Perm province was under
the rule of the government of A. V. Kolchak. The article shows how economic issues acquired
special significance in the front line of the Civil War. The activities of the zemstvo in the field
of tax collection, budget formation and other economic issues are analyzed. Based on unpublished
sources, conclusions were drawn about the place of the financial activities of the Perm zemstvo
during the establishment of anti-Bolshevik power in the province.

Attempts to regulate the circulation of foreign currency in Russian Far East
Anti–Bolshevik Power in 1919

Based on the analysis of the identified sources, the article examines the measures taken by the
anti-Bolshevik authorities to regulate the circulation of foreign currency in the Russian Far East
in 1919 in the context of historical events of the Civil War and intervention. The theoretical basis
of the research was such methods of historical research as historical-genetic, historical-comparative
 methods, as well as the method of content analysis. Attempts to counter the currency dominance
of the money market of the Russian Far East are described, the reasons for the failures of these
measures of the white authorities are indicated.

The article is devoted to the source study of «The Shanghai Life», its dissemination outside China and
current collection situation. Due to the absence of this newspaper in the collections of Shanghai
archives and libraries, information about its collection in archives, libraries and museums of other
 countries is relevant for both Chinese and Russian researchers. For several years, the author of this
article has been trying to gather the most complete collection of issues of this newspaper and
 to reconstruct a comprehensive picture of the history of the newspaper's dissemination outside
China, to know the current collection situation of this newspaper in various libraries, archives and
museums around the world.

A collective portrait of the ex–White Guards repressed in Omsk in the case
of the «Artamonov`s organization» in 1937

The article, based on an analysis of materials from the case of «Artamonov’s organization», reconstructs
a generalized social portrait of residents of the Omsk region who were subjected to massive political
repression during the years of the Great Terror for belonging to the command staff of the White Army
during the Civil War. The theoretical basis of the study is a combination of anthropological approach,
prosopographical, comparative-historical, historical-genetic and statistical methods. The purpose
of the work is to analyze, in the context of the historical conditions of the Omsk region, the typical
social characteristics of representatives of the former officers who became victims of mass
political repression during the years of the Great Terror. In conclusion, the information potential
of historical sources is assessed and further prospects for developing the topic of political mass
repressions against former White Guards are outlined.

Actors of the Civil War in Turkmenistan: the truth and fiction about Junaid Khan

The article describes about little-known pages in the life of one of the key military and political leaders
of the Civil War in Turkmenistan, Junaid Khan – Kurbanmamed serdar (1862–1938). The historiography
of the issue is criticized. Based on unpublished sources from the founds of state and departmental
archives, the details of the biography of this figure related to his participation in the fratricidal
confrontation were clarified. The theoretical basis of the study is a combination of military
anthropology, problematic and comparative historical methods. Summing up, the author assesses
the personality of Junaid Khan against the backdrop of the controversial era in which this military and
political figure lived.

Communitarian models of cultural conservatism

The article analyses communitarian models of cultural conservatism. The specific features of cultural
conservatism as a form of conservative theory are revealed. A comparative analysis of various communitarian
models for cultural conservatism is carried out, their common and specific features are identified. It is
concluded that the initial communitarian principles of cultural conservatives can lead to different
assessments of the role of the state in the implementation of cultural and national policies, as well as the most
preferable ways of protecting and preserving values.

Kant has a distinction between things in themselves and phenomena. Things as we know them consist ‘wholly
of relations’ therefore we have no insight into ‘the inner’ of things. Kant says that we have no knowledge of the
intrinsic properties of things. There are irremediable constraints on what we can know, inevitable limits on
what we can become acquainted with. This is a kind of Epistemic Humility. It entails Categorical Humility,
according to which we are just as irremediably ignorant of the categorical properties of entities. Ignorance
of the categorical structure of the world creates two problems for defenders of Kantian Humility. First, if we
know that Kantian Humility to be true, it must be false. Second, if Kantian Humility is true, the argument for
it cannot succeed.

Suppose that it was possible to teletransport. The teletransporter would destroy your old brain and body and
construct an identical brain and body at a new location. Would you survive teletransportation? Many people
 think that teletransportation would kill you. On their view, the person that emerges from the teletransporter
would be a replica of you, but it wouldn’t be you. In contrast, I argue that there’s no relevant difference between
 teletransportation and ordinary survival. So, if you survive ordinary life, then you survive teletransportation.
Yet my argument may also show that we have little prudential reason to care about our survival in general.

The author criticizes the thought experiment about survival in a teletransporter. The weakness of the experiment
lies in the implicit dualism and the uncritical premise of multiple implementations in the conditions.
The assumption about the qualitative identity of bodies after teleportation through the category of mereorganic
continuity is criticized.

The study of innovative activity features of organizations in the field of fish farming and
fishing in 2003–2022 taking into account the analysis of parameters results
of intellectual activity

The article considers four groups of results of intellectual activity of Russia, the USA, the European Union
and China in the field of fish farming and fisheries for the period 2003–2022. The first group includes patents
 found according to the international patent classification for the A01K subclass. The second group is based
on high–tech patents selected for the A01K subclass together with the G- physics class. The third group
considers the commercialized patents of Russia, selected from the first group. The fourth group includes
Russian patents from the first group and dissertations on scientific specialties 05.18.17 «Industrial fisheries»,
06.04.01 «Fisheries and aquaculture». The analysis of these four groups has been carried out, the features
of innovative activity of organizations have been identified, and a forecast of their development has been
made.

A mechanism for development of education management systems to increase the
involvement of universities in production activities of the enterprise

The article examines mechanisms for deepening interaction between universities and enterprises in order to
improve the quality of training of specialists and solve scientific and production problems, first of all,
considering the problems of organizing production on the basis of a university, in particular, the problems of
creating small innovative enterprises in a university environment and the possibility of commercialization are
considered scientific and educational activities. The authors consider the features of the activities of small
innovative enterprises and emerging risks. They offer mechanisms for building relationships with industrial
partners. They pay attention to the rather complex procedure and rules for creating production activities on
the basis of a university, analyze the experience of the functioning of small industrial enterprises in Russia,
and highlight several problems that in one way or another hinder the widespread organization of production
on the basis of universities. The scientific novelty of the article is the attempt to combine into a single system
all forms and methods of interaction between the university, school and industrial partner through the
creation of a holding company based on basic departments. The main research methods: studying the
experience of the country's leading universities, through the analysis of their charters and the analysis of
Internet resources on the functioning of small innovative enterprises – in universities.

Foreign trade relations between Russia and Armenia: features and trends

The article considers the foreign trade relations of the Russian Federation and the Republic of Armenia in modern
conditions. The analysis of the dynamics of foreign trade between Russia and Armenia for 2014–2021 is carried out.
An overview of the structure of exports and imports of Russia and Armenia for 2014 and 2021 is given. The
factors influencing the foreign trade activity between the countries are identified. Special attention is paid to
the geopolitical and geo-economic aspects of foreign trade cooperation. The role of integration processes
within the framework of the Eurasian Economic Union (hereinafter referred to as the EAEU) in the development
of trade and economic relations between the countries is considered. The main directions of interregional
cooperation defined in the Development Program for 2022-2027 are highlighted. The effectiveness of the
existing mechanisms of trade and economic cooperation is assessed and recommendations are proposed
for further strengthening foreign trade relations between the Russian Federation and the Republic of
Armenia in the context of the geopolitical situation and global economic trends.
